Philippine schools are battered every year by typhoons and floods. In some areas, they have to somehow go through an academic year amid the threat of armed conflict.
It does not take much to disrupt a school year. Events large or small can have negative effects on the quality and pace of learning of school children. If a school in the path of a Signal No. 1 storm is lucky enough to escape any physical damage, it might miss one or two days of classes. The unlucky ones in congested urban areas, for that same storm, might be used as an evacuation center, missing more than one school day. Once school starts back up, students might have to wade through floodwaters around and in the school grounds for several more days.

GOV. Hilario Davide III, after consulting with officials of the weather bureau Pagasa, suspended classes in all levels the other day and the whole day yesterday following the entry of tropical depression Marce in the Philippine area of responsibility and projections that it would pass by Cebu.
Marce, however, had other things in mind. While it momentarily strengthened into a tropical storm, it veered away from Cebu. The rainfall, which was projected to be heavy, was light and not sustained. This has led some sectors to question the correctness of the decision to suspend classes in many Cebu schools.

The state audit agency urges the education department to identify and hold accountable officials responsible for the P608.7-million procurement.
During the transition from the old curriculum to the new K to 12 program, the Department of Education still procured 16.3 million newly-printed textbooks even if these are "no longer responsive" to the new curriculum.
This was among the findings of the Commission on Audit, COA indicated in its report released Tuesday, March 31.
At the same time, the COA also spotted lapses in the delivery of learning and teaching materials that were compliant with the K to 12 curriculum.

Quezon's Code of Citizenship and Ethics

On August 19, 1939, the occasion of his 61st birthday, President Manuel L. Quezon issued Executive Order No. 217 that prescribed a set of civic and ethical precepts collectively known as the Code of Citizenship and Ethics to be taught in all schools in the Philippines.

The list, a product of a committee composed of leading jurists and political luminaries organized by the President, would eventually be turned into a 71-page volume, complete with historical anecdotes and references to the virtues Filipinos have displayed throughout the years. In a letter to the President printed as a preface to the book, the Committee wrote, “The life of a nation depends upon the moral and civic virtue of its citizens.
